Focusing on simultaneously completing key transportation projects
According to the Provincial Project Management Board for Investment and Construction of Transportation Works, the board is currently focusing on simultaneously implementing key transportation projects of the province and the nation, such as Provincial Road 830E; the access road project to 3 bridges on Provincial Road 827E; the Ho Chi Minh City - Moc Bai Expressway project; Ho Chi Minh City Ring Roads 3 and 4; the inter-regional connecting road N8 - 787B - 789; Truong Chinh Road; upgrading and expanding Provincial Road 784C Bau Nang - Bau Cop, etc. To date, the progress of these projects is basically on schedule.
The Provincial Road 830E project, the section from the Ho Chi Minh City-Trung Luong Expressway interchange to National Highway 1, 5.48km long, has been under construction since the beginning of 2023. To date, the construction packages have basically met the requirements.
Specifically, the section from the Provincial Road 830 interchange to Nguyen Van Nham Road, the left route, implemented by the joint venture of Nui Hong - Tan Nam - 622, has completed the concrete surface of the An Thanh bridge and bridge railings and is currently constructing other items with a completion value of nearly 57%; the right route has reached 49.5%. As for the section from Nguyen Van Nham Road to National Highway 1, both the left and right packages have also reached construction completion of 40-49%. However, the greatest challenge currently facing this project is that most of the contract packages are still facing land acquisition issues due to households awaiting resettlement.
For the access road project to the three bridges on Provincial Road 827E, the contract packages under construction have reached between 11% and 18% of the contract value. Simultaneously, local authorities are focusing on promoting and encouraging faster land clearance to facilitate contractor work. In addition, the progress of inter-regional road projects connecting N8 - 787B - 789; Truong Chinh Road, the upgrading and expansion of Provincial Road 784C Bau Nang - Bau Cop, etc., is also on track.
In particular, three important national projects are currently being implemented in the province: the Ho Chi Minh City Ring Road 3 project, the Ho Chi Minh City Ring Road 4 project, and the Ho Chi Minh City-Moc Bai Expressway project. According to Nguyen Van Hung, Director of the Provincial Investment and Construction Project Management Board for Transportation Works, "Of the three key national transportation projects, the province has basically completed the Ho Chi Minh City Ring Road 3 project.”
Accordingly, the Ho Chi Minh City Ring Road 3 project, the section passing through the province, has a length of 6.8km and consists of two component projects: the construction of Ring Road 3 through the province with a total investment of 3,040 billion VND and the land clearance, support, and resettlement project with a total investment of 1,168 billion VND. To date, the construction progress in the three main construction packages has reached nearly 95%, with the expressway section basically completed.
According to Nguyen Dinh Hung, Deputy Director of Tam Son Investment Joint Stock Company, all three bidding packages are currently focused on completing the final stages, such as paving the main and branch roads with asphalt concrete, in accordance with the progress milestones required by the government, ensuring the entire project is completed and commissioned in 2026. This project is also expected to become a vital transportation artery, promoting the development of industry, urban areas, services, transportation, logistics, and creating an effective inter-regional link between the Southeast Region and the Mekong Delta Region.
Specifically, the Ho Chi Minh City Ring Road 4 project, with a total length of approximately 159.31 km, passes through Ho Chi Minh City and the two provinces of Dong Nai and Tay Ninh and is divided into 10 independently operating component projects. The length of the section under the management and authority of the Tay Ninh Provincial People's Committee is 78.3 km. To date, the province has completed the land clearance demarcation, surveying, and notification of land acquisition; completed the inventory of resettlement areas; and is currently conducting the survey in all 15 communes.
It is expected that component projects 1/4, compensation, support, resettlement, and construction of access roads and side roads within Tay Ninh province will commence in the second quarter; component project 2/4, construction of the expressway section from Thay Cai Canal to the Ho Chi Minh City - Trung Luong Expressway, and component project 2-5, construction of the expressway section from the Ho Chi Minh City - Trung Luong Expressway to Hiep Phuoc Port, will commence in the fourth quarter of 2026, ensuring progress in accordance with the Government's Resolution.
Completing the transportation system to serve development requirements
According to Deputy Director of the Department of Construction Dang Hoang Chuong, besides working on important transportation projects that are already in progress, the Resolution of the First Provincial Party Congress for the 2025-2030 term highlights that a major goal for the province right now is to gather all resources to build infrastructure, especially modern transportation systems that connect important development areas.
Specifically, the Congress Resolution identifies the implementation of 5 key transportation projects, including the Moc Bai-Trans Asia industrial and urban corridor connecting road, over 90km long with a total investment of approximately 22,600 billion VND; the Ho Chi Minh City-Tay Ninh-Dong Thap development axis (Provincial Road 827E) with a total investment of approximately 7,838 billion VND; The Duc Hoa arterial road, 23.5km long with a total investment of approximately 9,361 billion VND; the Tan An - Binh Hiep arterial road, 62.7km long with a total investment of approximately 8,478 billion VND; the Ho Chi Minh City Ring Road 4 project, the section passing through the province, 74.5km long, with an estimated investment of approximately 68,270 billion VND.
In addition, the province has identified four important arterial transport projects: the Ho Chi Minh City-Moc Bai Expressway, the section passing through the province, 26.34km long, with a total investment of approximately 19,617 billion VND; the Go Dau-Xa Mat Expressway, phase 1, 28.04km long with a total investment of approximately 9,524 billion VND; The Binh Chanh-Ring Road 4-My Quy Tay Border Gate development axis, with a length of 45.5km and a total investment of approximately 21,891 billion VND, and the Vam Co Dong River waterway development axis, with a total investment of approximately 778 billion VND. In addition, following the Prime Minister's directive, the province is also focusing on creating the necessary conditions to implement the East-West development axis project connecting Tan Ninh ward to Long An ward.
To date, in addition to the Ho Chi Minh City Ring Road 4 project, which has been approved by the National Assembly and is currently undergoing implementation, the Department of Construction has advised the Provincial People's Committee to submit to the Provincial People's Council for approval the investment policies for two projects: the Tan An-Binh Hiep road and the Go Dau-Xa Mat expressway, phase 1.
“With the simultaneous implementation of key transportation projects and inter-regional connecting transportation projects, upon completion, the province will build a synchronous transportation infrastructure system, ensuring seamless connectivity between localities, promoting regional linkages, removing bottlenecks in transportation and logistics, creating new development spaces in socio-economic development, and attracting investment,” affirmed Deputy Director of the Department of Construction, Dang Hoang Chuong.
To accelerate the progress of key projects, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Le Van Han, requested that departments, agencies, and localities closely coordinate in reviewing and adjusting planning, organizing compensation and land clearance, selecting investors openly and transparently, and closely monitoring project progress and quality. During construction, investors, contractors, and consulting units must adhere to the highest spirit in the implementation of key projects and infrastructure projects./.
